Бұл зерттеудің мақсаты – Қазақстандағы ерекше білім беру қажеттіліктері бар балалардың білім алуындағы кедергілерді анықтау. Зерттеу инклюзивті білім беруге қатысты халықаралық және отандық нормативтік құжаттар мен заңнамаларды, осы бағыттағы жарияланған ғылыми мақалаларды талдауға негізделген. Зерттеу материалы ретінде «Ерекше баланың құқықтары» қызметі ұсынған және мақсатты іріктеу әдісімен таңдалған Қазақстанның әртүрлі өңірлерінен келген ата-аналардың 12 өтініші қолданылды. Индуктивті тәсілде негізделген өтініштер тақырыптық талдау нәтижесінде төрт санатқа бөлініп, негізгі кедергілер мен олардың себептері анықталды: әкімшілік, әлеуметтік, құқықтық және педагогикалық. Бұл кедергілерді барынша азайту үшін авторлар инклюзивті білім беру саясатын заңнамалық деңгейде қайта қарастыруды, психологиялық-медициналық-педагогикалық кеңес (ПМПК) пен ата-аналар арасындағы өзара әрекеттестікті күшейтуді, мұғалімдердің инклюзияны енгізу бойынша практикалық даярлығын жақсартуды, сондай-ақ ерекше білім беру қажеттіліктері бар балаларға қатысты алдын ала қалыптасқан көзқарастарды, стигматизация мен дискриминацияны жою үшін оқушылар мен мектеп әкімшілігі арасында ағартушылық жұмыстар жүргізуді ұсынады.
